National Voter Registration Act
The U.S. Congress passed the National Voter Registration Act (NVRA) of 1993 to help make sure that all Americans who are eligible get registered to vote. The NVRA requires that voter registration opportunities must be offered at all places that provide state-funded services to people with disabilities.

Q: I thought non-profits were prohibited from engaging in partisan political activity. Will they get into trouble if they do this?
A: No. The NVRA requires agencies to offer voter registration opportunities in a non-partisan way. By complying with the NVRA, you are following the law, not breaking it.
Q: Give me some examples of the type of agencies covered.
A: Agencies that provide day programs, out-patient programs, family support programs and transportation. In fact, the NVRA requires the state of PA to designate all state-funded disability service agencies as “voter registration agencies.”
Q: When is a voter registration opportunity required to be offered?
A: It must be offered at the time of intake, during recertification and when there is a change of address.
Q: Is there any special way consumers should be asked if they want to register to vote?
A: Yes! The NVRA requires one to ask: “If you are not registered to vote where you live now, would like to register here today? He/She should not ask: “Are you registered to vote?” or “Would you like to register to vote?” Research has shown that individuals are more likely to answer “yes” when approached with the first question.
Q: What kinds of things are agency personnel prohibited from doing?
A: Employees who offer persons an opportunity to register to vote shall not display anything that suggests a political preference or party allegiance or influences people to choose a particular political party.
